Request for Expressions of Interest: Consulting Services (Firm Selection)
Pre-Feasibility Study for Inland Water Transport on the Volta Lake: Mpakadan, Asikuma, Buipe and Yapei Ports

The assignment
GIIF and 24H+ are looking for a qualified consulting firm or consortium to carry out a pre-feasibility study. The study covers moving transit containers, bulk fuel and other cargo along a North-South inland water transport corridor on the Volta Lake. Its findings will help 24H+, GIIF and government agencies make investment decisions, structure financing, and work with development finance institutions and private partners.

What the study will cover

  • The condition of existing infrastructure at Mpakadan, Asikuma, Buipe, Yapei and other potential sites
  • Navigability, seasonal water levels and environmental conditions on the lake
  • Freight demand and traffic forecasts
  • Technical options and cost estimates for rehabilitating, upgrading or building ports
  • The institutional and regulatory framework, including the roles of GPHA, VRA and the Ghana Maritime Authority
  • Financial and economic analysis, including financing options
  • ESIA scoping and the main environmental, social and climate risks
  • A project development roadmap

Who should apply
Firms or consortia that can show:

  1. Experience in transport infrastructure or inland waterway studies
  2. Pre-feasibility or feasibility work on port, waterway or multimodal projects in sub-Saharan Africa or similar contexts
  3. Suitable key staff, with CVs: transport economists, port engineers, environmental and social specialists, and financial analysts
  4. Knowledge of Ghana’s transport sector, its regulations and development finance institution requirements

Firms may partner with others to strengthen their submission. Only shortlisted firms will be invited to submit technical and financial proposals. Selection follows the Public Procurement Act, 2003 (Act 663), as amended.

Deliver a sealed envelope, in person or by courier, containing three hard copies (one original and two copies) and an electronic copy on a pen drive. Mark it “EOI: GIIF IWT-PFS/EOI/CS/26”.
